The 2022 COP15 conference established the global biodiversity framework and proposed a vision for 2050 and a mission for 2030.

Global Biodiversity Framework 2050 Long Term Targets
The 2050 vision of the Global Biodiversity Framework aims to establish a natural and harmonious world. To achieve this vision, the framework proposes the following long-term targets (summarized as follows):
- Target 1: By 2050, the integrity, connectivity, and resilience of all ecosystems will be maintained, strengthened, or restored, with a significant increase in ecosystem area.
- Target 2: By 2050, biodiversity will be sustainably used and managed, nature’s contribution to humanity will be valued, maintained, and strengthened, declining ecosystems will be restored, and sustainable development will be achieved.
- Target 3: By 2050, the monetary and non-monetary benefits generated by genetic resources and their knowledge will be shared to promote biodiversity conservation and sustainable use.
- Target 4: Implement the global biodiversity framework to reduce the annual biodiversity funding gap of $700 billion in terms of financial resources, capacity assumptions, technological cooperation, and technology transfer.
Global Biodiversity Framework 2030 Action Targets
The mission of the Global Biodiversity Framework 2030 is to take action to halt and reverse biodiversity loss, protect and sustainably utilize biodiversity. To achieve this mission, the framework proposes the following action targets from three perspectives (summarized as follows):
Reduce threats to biodiversity
- Target 1: By 2030, the ecological loss in areas of high biodiversity importance will be close to zero.
- Target 2: Ensure the restoration of at least 30% of biodiversity in land and inland water bodies, oceans, and coastal areas by 2030.
- Target 3: By 2030, ensure that at least 30% of land and inland water bodies, oceans, and coastal areas are effectively protected and managed.
- Target 4: Reduce the risk of species extinction and manage interactions between humans and wildlife.
- Target 5: Ensure sustainable and safe use of wild species and prevent overexploitation.
- Target 6: Eliminate and mitigate the impact of invasive species on biodiversity and reduce 50% of invasive alien species by 2030.
- Target 7: Reduce all pollution risks to levels that are harmless to biodiversity by 2030.
- Target 8: Reduce the impact of climate change on biodiversity, enhance resilience, and promote positive impacts.
Meet human needs through sustainable utilization and sharing
- Target 9: Ensure sustainable management and utilization of wild species and enhance biodiversity products and services.
- Target 10: Ensure sustainable management of agriculture, fisheries, and forestry, and increase the application of biodiversity friendly methods.
- Target 11: Restore, maintain, and increase the contribution of nature and its ecosystems to humanity.
- Target 12: Sustainably increase the area of green and blue spaces in cities and establish sustainable urban ecosystems.
- Target 13: Fair and equitable sharing and utilization of genetic resources and the benefits they generate.
Execution tools and solutions
- Target 14: Ensure that biodiversity is incorporated into policies and regulations, aligning funding and activities with long-term Targets and action objectives.
- Target 15: Encourage and promote businesses to monitor, disclose, and evaluate biodiversity risks, dependency levels, and impacts.
- Target 16: Encourage sustainable consumption and reduce the global consumption footprint by 2030.
- Target 17: Develop and implement biosafety measures and biotechnology treatment and benefit distribution measures.
- Target 18: Gradually eliminate and phase out harmful subsidies for biodiversity by 2025 and reduce them by $500 billion annually by 2030.
- Target 19: By 2030, raise at least $200 billion annually for the implementation of national biodiversity strategies and action plans.
- Target 20: Strengthen capacity building, technology transfer, and promote the development of scientific and technological cooperation, especially in developing countries.
- Target 21: Ensure that decision-makers, practitioners, and the public have access to the best biodiversity data, information, and knowledge.
- Target 22: Ensure fair, full, inclusive, and effective participation of indigenous peoples and local communities in decision-making.
- Target 23: Ensure that women and children can contribute to biodiversity and have access to natural resources.
